George Babcock joined the Fair Oaks Water District (FOWD) Board of Directors in 2025, bringing extensive public service experience and community advocacy. A Fair Oaks resident since 1996, he has been actively engaged in water policy and governance issues for more than a decade, advocating for homeowners while regularly attending and contributing to FOWD and San Juan Water District board meetings and activities.

George's professional background includes years with the California Department of Health Services, performing policy and fiscal analysis and auditing functions that provided

oversight and analytical expertise, skills valuable to guiding FOWD operations. Notably, he served in the Fiscal Forecasting and Data Management Branch, as the analyst responsible for estimating Medi-Cal beneficiary enrollment for the State budget.

George holds a bachelor’s degree in business and fine arts from the University of New Mexico. His diverse public-service career also includes serving in the U.S. Army and the U.S. Forest Service, managing a crisis counseling center, and in a county welfare department, serving as a supervisor, the computer program technical writer, and the departmental training officer.
